Due Diligence Consultants Pty Ltd (DDC) is a Melbourne based consulting firm. DDC supplies non-probity services, including commercial and  financial advisory, due diligence and financial risk assessment services at national (Australia, New Zealand and Singapore) state (VIC, NSW, QLD and SA) and Local Government levels.

Related company Probity Investigation Consultants Pty Ltd (PIC) provides probity investigation and related services exclusively to Federal, State and Local Governments. Its major client is the Victorian Department of Justice (DoJ) for which it acts as probity auditor/investigator in relation to private prisons, courts and other sensitive DoJ contracts.

DDC and PIC work exclusively for the public sector and consequently have no actual or perceived conflict of interest in providing truly independent advice regarding the commercial and financial status of entities currently holding (or seeking to hold) sensitive licenses or participating in Public Private Partnerships.

Mr Fallon and DDC/PIC have a strong background in probity, due diligence and financial viability investigations on more than 50 projects over the past 15 years. Mr Fallon, a qualified CPA, commenced his career in investigation management in 1991, when he was appointed Manager, Investigations, at the Tricontinental Royal Commission. Subsequently, he was employed as Manager, Probity Investigations and Administration at the Victorian Casino Control Authority (VCCA). Paul Fallon also acted as secretary of the VCAA between 1992 and 1994.

In August 1994, he established the PIC consulting business with a six month full-time contract to manage statutory investigations into four consortia bidding for contracts to build, own and operate three new private prisons in the state of Victoria. Since that first contract, PIC has developed a wide range of public sector clients not only in Victoria but also in NSW, Queensland and South Australia.

In 1997 he established the DCC consulting business with a three month full-time assignment acting as Financial Viability Consultant to the Department of Employment, Education, Training and Youth Affairs, responsible for assessing the financial health of over 1000 entities bidding for $ 2billion of labour placement contracts. Since that time, DCC and PIC have used financial viability measurement software to prepare financial risk reports on hundreds of companies bidding for public sector contracts and licenses.

Over the past 15 years, PIC and DDC have established a reputation as leading providers of these highly specialized services, having been engaged by the Australian, New Zealand and Singapore governments, the majority of state governments and several local governments.

DDC and PIC have three full time staff and access to several experienced sub contractors to assist in delivering assignments on a timely and cost effective basis.
